    How a commercial project moves through Mesa

    Most commercial jobs pass through several public steps before anyone is hired to build them. Each step leaves records, and each one is a chance to hear about the job before the bid list is set.

    Planning and Zoning Board

    Hears rezonings, site plans and other land-use cases in public. Some items are decided there; others are recommendations that still need City Council. A project on this agenda usually has a site plan, a landscape plan and a named development team in its staff report, often months before any building permit.

    Design Review Board

    Looks at how a project will look: buildings, materials, landscape and the street edge. By this stage the plans are usually well developed.

    Planning Hearing Officer and Board of Adjustment

    Handle smaller requests such as use permits and variances. Small on paper, but they often mark a building being reused or expanded.

    City Council

    Makes the final call on rezonings and many recommendations, and awards the city's own contracts. Its minutes stay in draft for months, so an outcome is usually confirmed from the next meeting's records.

    Building permits

    The last public step before work starts. A commercial permit names the job, its value and who applied; by then most of the team is chosen, so the earlier hearings are where the time is.
